According to Martha Ann Keels, DDS, PhD and Division Chief at the Department of Pediatric Dentistry at Duke University, the answer is no.

During the first year of life, 0-12 months, neither sucking on pacifiers nor pacifier use have been shown to negatively impact dental development. The problem does arise when the baby continues to use a pacifier into their second and third years or even longer in some cases.

She quotes: "After age 1 when pediatric dentists start to see children with non-nutritive sucking habits, we are watching the frequency, duration, and intensity of the habit, to follow its effect on the developing bite." The Nuby orthodontic gel pacifiers are a great first choice.
